Web Applications vs. Site Collections

I apologize in advance if this has been asked and discussed before. I did not see a similar post.

We are launching a new data center with SP hosting. I am looking for some advice and input on the best architecture in terms of maintenance, scalability, backup/restore, provisioning, etc.

We are looking at 2 options:
Have all new client SharePoint sites be a distinct web application or
Have a parent web application as our hosting company and all new client SharePoint sites as site collections under this parent web application.

Also - if we choose site collections for each client's parent site, is it correct that all clients will end up in the same content database? If so, how do you handle backup/restore on an individual basis?

There are some sharp people on here and I would love some feedback, advice and best practices on this. I can't seem to find much on exactly the best way to approach this. Obviously in a hosted environment, besides security, backup/restore separation is very important, to avoid weeding through multiple site collections within a single content database.
